TOWN OF NORTH BROOKFIELD
SPECIAL TOWN MEETING WARRANT

SEAL, WORCESTER, SS.

TO ANY CONSTABLE OF THE TOWN OF NORTH BROOKFIELD

GREETINGS:

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and Town affairs, to meet at the North Brookfield Elementary School Auditorium, in said North Brookfield, on Friday, the 19th day of June, 2009 at 7:00 PM, to act upon the following articles, namely:

ARTICLE 1
To see if the Town will vote to accept Chapter 90 funds in the amount of $241,036.00 for Fiscal Year 2009, or take any action relative thereto.

ARTICLE 2
To see if the Town will vote to rescind $1,257,527.00 of the vote taken under Article 1 of the April 28, 2006 Special Town Meeting, and Article 1 of the March 4, 2005 Special Town meeting, to borrow funds for the Haston Free Library renovation project, or take any action relative thereto.

ARTICLE 3
To see if the Town will vote to transfer the sum of $160,000.00 from the Sewer Retained Earnings Account to the Sewer EPA and DEP Expense Account, or take any action relative thereto.

ARTICLE 4
To see if the Town will vote to transfer a sum of money from the FY2009 Highway Salary Account to the FY2007 Highway Salary Account, or take any action relative thereto.

ARTICLE 5
To see if the Town will vote to transfer a sum of money from the FY2009 Highway Salary Account to the FY2008 Highway Salary Account, or take any action relative thereto.

ARTICLE 6
To see if the Town will vote to transfer a sum of money from available funds to the Town Counsel Account, or take any action relative thereto.

ARTICLE 7
To see if the Town will vote to transfer a sum of money from available funds to the Snow and Ice Account, or take any action relative thereto.

ARTICLE 8
To see if the Town will vote to transfer a sum of money from available funds to the Snow and Ice Storm Expense Account, or take any action relative thereto.

ARTICLE 9
To see if the Town will vote to appropriate the sum of $127, 000.00 for expenses associated with ice storm damage cleanup and repairs, and that to meet this appropriation the Treasurer, with the approval of the Board of Selectmen, be authorized to borrow $127,000.00 under MGL c44, section 8(9), or any other enabling authority, or take any action relative thereto.

ARTICLE 10
To see if the Town will vote to appropriate the sum of $104,000.00 for expenses associated with environmental remediation at the Town House, and that to meet this appropriation, the Treasurer, with the approval of the Board of Selectmen, be authorized to borrow $104,000.00 under MGL c44, section 7(3A), or any other enabling authority, or take any action relative thereto.

And you are hereby directed to serve this Warrant by posting attested copies thereof in the Library and upon the Town House in said Town.

Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting as aforesaid.

ARTICLE 4
To see if the Town will vote to fix the salaries of all elected and appointed officials of the Town and determine what sums of money will be raised, appropriated, borrowed, or transferred in the Treasury to defray the charges and expenses of the Town for the 12 month period beginning July 1, 2009, including a Reserve Fund under the control of the Finance Committee, or take any action relative thereto.

ARTICLE 5
To see if the Town will vote to raise and appropriate, borrow, or transfer a sum of money to operate the Water Department for the 12 month period beginning July 1, 2009, or take any action relative thereto.

ARTICLE 6
To see if the Town will vote to raise and appropriate, borrow, or transfer a sum of money to operate the Sewer Department for the 12 month period beginning July 1, 2009, or take any action relative thereto.

ARTICLE 17
To see if the Town will vote to raise and appropriate, borrow, or transfer a sum of money to the North Brookfield Emergency Squad, or take any action relative thereto.

ARTICLE 19
To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, a sum of money to purchase and equip a new police cruiser, or take any action relative thereto.

Warrant for the special town meeting will be posted when available in early June
