TOWN OF NORTH BROOKFIELD

SPECIAL TOWN MEETING WARRANT

 

SEAL, WORCESTER, SS.

 

TO ANY CONSTABLE OF THE TOWN OF NORTH BROOKFIELD

 

GREETINGS:

 

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and Town affairs, to meet at the North Brookfield Elementary School Auditorium, in said North Brookfield, on Friday, the 6th day of November, 2009 at 7:00 PM, to act upon the following articles, namely:

 

 

ARTICLE 1

To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, a sum of money to the Unemployment Account, or take any action relative thereto.

 

ARTICLE 2

To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, the sum of $1,500.00 to the Treasurer Bond and Legal Account, or take any action relative thereto.

 

ARTICLE 3

To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, the sum of $1,200.00 to the Town Collector Tax Title Account, or take any action relative thereto.

 

ARTICLE 4

To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, the sum of $4,432.00 to the Library Expense Account, or take any action relative thereto.

 

ARTICLE 5

To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, a sum of money to the FY09 Unpaid Bills Account, or take any action relative thereto.

 

ARTICLE 6

To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, the sum of $5,687.00 to the Highway Road Materials Account, or take any action relative thereto.

 

ARTICLE 7

To see if the Town will vote to raise and appropriate the sum of $16,862.50 to the Fire Truck Interest Account, or take any action relative thereto.

 

ARTICLE 8

To see if the Town will vote to raise and appropriate the sum of $52,041.25 to the Police Station Interest Account, or take any action relative thereto.

 

ARTICLE 9

To see if the Town will vote to transfer the sum of $5,000.00 from the Highway Equipment Capital Outlay Account to the Highway Vehicle Repair Account for the purchase of a new plow, or take any action relative thereto.

 

ARTICLE 10

To see if the Town will vote to transfer the sum of $4,000.00 from the Highway Equipment Capital Outlay Account to the Highway Vehicle Repair Account, or take any action relative thereto.

 

ARTICLE 11

To see if the Town will vote to transfer the sum of $7,000.00 from the Police Salary Account to the Police Part-time Salary Account, or take any action relative thereto.

 

ARTICLE 12

To see if the Town will vote to transfer the sum of $2,000.00 from the Police Salary Account to the Police Overtime Account, or take any action relative thereto.

 

ARTICLE 13

To see if the Town will vote to transfer the sum of $3,499.00 from the NBEMA Emergency Operations Center Account to the NBEMA Expense Account, or take any action relative thereto.

 

ARTICLE 14

To see if  the Town will vote to rescind, in part, the action taken at the June 19, 2009 Adjourned Annual Town Meeting under Article 4, first motion, Group  Insurance, and further to vote to raise and appropriate, borrow, or transfer a sum of money to the Group Insurance Account, or take any actions relative thereto.

 

ARTICLE15

To see if the Town will vote to rescind, in part, the action taken under Article 1 at the August 22, 2006 Special Town Meeting in the amount of $400,000.00, which was the grant portion of the Little Canada Sewer Project, or take any action relative thereto.

 

ARTICLE 16

To see if the town will vote to raise and appropriate, borrow or transfer a sum of money from available funds to the Stabilization Account, or take any action relative thereto.

 

ARTICLE 17

To see if the Town will vote to revise Article 6 as voted at the June 19, 2009 adjourned session of the Annual Town Meeting by reducing the General Insurance line item under Indirect Costs from $12,289.00 to $7,219.50 for a new total under Indirect Costs of $90,963.50; and further vote to raise and appropriate (-$5,069.50) from the tax levy to the Sewer Enterprise Fund, or take any action relative thereto.
